Display range should never be 0

Description

Theres an issue with default display ranges. Create a new image filled with black. Set Options > Channels so that FG is 255. Now draw with brush tool. Nothing is displayed. Adjust brightness/contrast and changed pixels are apparent. I think the display range must default to some size > 0.

(Note that Curtis has started some work in this in the new-image branch)

Ticket #1948 is another example where propagating a display range of zero causes problems.
